About the Role

To aspire to be a trusted business partner that anticipates Trion operational needs and delivers seamless supply chain outcomes through exceptional people, processes, and systems. In accordance with business processes outlined in the Woodside Management System (WMS), the Customs Adviser is responsible for the implementation and coordination of the foreign trade transactions to and from Mexico, in accordance with the best customs compliance practices defined by Woodside at corporate level. The Customs Adviser must also ensure that all equipment and materials assigned to the Trion project are being shipped, tracked and timely delivered as per the country strategy. The Customs Adviser manages the life cycle of the company owned property and rentals for the Project while in country. The position requires liaising with internal and external stakeholders to ensure material requirements are met while ensuring safe, efficient and on-time execution.

Duties and Responsibilities

Act as the local ambassador for Trion Logistics in with Customs and Border Authorities in Mexico 
Provide expertise on Mexican and international customs, import and exportation matters, during the project and operations phases
Close liaison with Trion Delivery Teams to provide advice and support on customs-related and importation matters, ensuring their needs are met and compliance is maintained

Provide Trion EPC contractors Woodside support on customs-related and importation matters, ensuring their needs are met and compliance is maintained
Determine and provide advice on the appropriate tariff classification for imported or exported goods to ensure accurate calculation of duties, taxes, and restrictions
Produce and Maintain Trion Project Specific Procedures and work instructions to ensure compliance
Liaise with Customs Agent and ensure correct preparation of all necessary documentation for cargo clearance, including commercial invoices, certificates of origin, and customs declarations
Ensure Company stays up to date with changing customs and trade regulations to ensure all import and export operations comply with current laws.

Identify and manage any special licenses or additional permits required for the transportation of certain goods.
Assess the costs and risks associated with international trade operations, including tariffs, taxes, logistics costs, and potential customs obstacles
Act as a key intermediary between the company and customs authorities, ensuring efficient and smooth customs clearance
Manage and track all importation / export records, ensure timely renewal of temporary importations, to ensure continuous compliance.
Conduct customs audits, compliance reviews and identify corrective actions if necessary.
Manage all emails and attend meetings relating to customs and importation ensuring timely responses.
Ensure timely submission of monthly data for reporting requirements for example but not limited to data and kpi’s 

Health, Safety, and Environmental:

Establish & maintain high standards for cargo handling & transportation
Maintain familiarity with all relevant work site safety and emergency procedures.
Participate in pre-job safety meetings and behavior-based safety programs.
Serve as a member of the Incident Management Team
Familiarity of lifting codes, standards and engineered lifts 

Risks:

Identify, communicate, and propose mitigating controls to the team on equipment or product handling risks
Verify Dangerous Goods are correctly handled and transported as per WMS standards and local regulations. 

Costs:

Control of costs through effective management of transportation resources
Identifying opportunities to minimize campaign rental costs through efficient 

Quality Assurance:

Ensure all logistics operations and material handling procedures are performed to relevant industry standards and any deviations are recorded and reported.

Development:

Manage personal development, and maintains validity of all certifications
Coach & mentor others regarding safe & efficient logistics operations

Skills and Experience

  • Min of 5-10 years of experience in customs advisory or a related role
  • 7+ years in O&G activities
  • Deep knowledge of Mexican customs regulations, permitting moving RA Sources and Explosives, operations and logistics
  • Robust knowledge of offshore cargo mobilization requirements (CFDI, Carta-Porte)
  • Highly effective project management, supervisory skills and communication techniques. 
  • Bachelor’s degree in international Trade, Logistics, or a related field
  • Certification in customs brokerage or a related field
  • Excellent Spanish / English communication and interpersonal skill Experience with Mexican customs related software and procedures
  • Strong organisational skills, proficiency in the Microsoft Office Suite
  • Able to work with minimal supervision
  • Able to make quick decisions in a reactive environment
  • Always behaves in a manner consistent with the behaviours agreed in the company values
  • Ability to work effectively in a team environment but also autonomously when required
  • Ability to manage multiple stakeholders with conflicting interests and the ability to effectively communicate both verbally and in writing
