About the Role:

The HSE Country Lead is a senior member of the HSE team and is responsible for providing HSE functional expertise, and is responsible for overseeing and managing health, safety, and environmental activities in Mexico. This role ensures compliance with national and international regulations, develops and implements the overall HSE strategy for the country based on corporate standards and local requirements, and promotes a culture of safety across all operational levels. This position will be based in Mexico City with transition to Operational Office in Tampico. The position will direct report to the Trion HSE Manager and will work closely with Country Leadership team (Country Manager, Regulatory, Operations readiness team, etc) 
 

Duties & Responsibilities:

•    Act as the main HSE contact for the country’s projects and operations activities, working closely with local management teams, project leads, local regulatory bodies and HSE teams to implement HSE initiatives.
•    Ensure the country’s operations comply with all health, safety, and environmental related local, regional, and international laws and regulations.
•    Develop plan to oversight HSE Mexico Project activities.
•    Develop and implement the overall HSE strategy for the country based on corporate standards and local requirements.
•    Develop and implement the SASISOPA plan for operations.
•    Obtain the necessary Company related HSE approvals from the relevant regulatory bodies.
•    Identify and assess HSE risks associated with the country’s operations and ensure mitigation measures are in place.
•    Design and deliver HSE training programs to employees at all levels to promote awareness and compliance.
•    Ensure HSE performance data is effectively collected, stored, analysed, tracked and reported internally and to regulators, tracking performance and improvements.
•    Support delivery of all related HSE submissions required by the Licence contract, JOA and applicable federal and State regulatory requirements.
•    Lead HSE audits, field leadership activities, and incident investigations.
•    Ensure all incidents are reported as per company and regulatory requirements.
•    Support the Incident Management Team (IMT).
•    Implementing emergency response plans for operations, including oil spill responses, simultaneous operations, and weather-related evacuation procedures. 
•    Provide leadership in decision-making, fostering a safety culture and continuous improvement.
•    Manage environmental programs to meet compliance and sustainability goals.
•    Lead monthly HSE performance meetings.
•    Ensure HSE compliance for Mexico City and Tampico offices with internal and regulatory requirements.
•    Model company values.

Skills & Experience:

•    15+ years relevant experience in upstream petroleum industry with a strong background in major capital projects.
•    Previous supervisory and managerial experience is mandatory.
•    In-depth knowledge of Mexican HSE regulations, standards, and best practices with demonstrated strong knowledge on SASISOPA regulations. 
•    A pre-requisite for the role is a high degree of fluency in written and oral Spanish and English – i.e. a capability to proficiently communicate in English and accurately translate from Spanish to English and vice versa. 
•    The applicant must have the required visas for business travel to US.
•    Certification in HSE-related fields (e.g., NEBOSH, IOSH, or equivalent) is highly desirable.
•    Familiarity with ISO and HSE international standards and codes.


Skills:
•    Understanding of offshore oil and gas particularly deepwater developments. Offshore experience is mandatory. 
•    Willing to travel internationally to multiple project site locations. 
•    Capacity to respond to emergencies outside of regular working hours. 
•    Flexibility to work on different time zones.
•    This position is based at the office and requires mandatory attendance at the office location.
