About the Project
The Trion project is an oil opportunity in Mexico and is located in the Gulf of Mexico, approximately 180km off the Mexican coastline and 30km south of the US/Mexico maritime boarder at a water depth of approximately 2,500 meters. Trion will be one of Mexico’s first deep-water oil developments and is targeting FID readiness in 2023.
Trion is Woodside Energy’s operated production asset within the Perdido basin in ultra Deepwater offshore Mexico with first oil targeted in late 2027 with development drilling expected in start in late 2025. Trion field’s development consists of 12 producers, 10 water injectors, and 2 gas injectors tied back via subsea infrastructure to a new floating production host facility with 100,000 bopd capacity.
The selected concept for Trion is a subsea development connected to a semi-submersible FPU capable of producing and transferring 100,000 barrels of oi per day to a floating storage and offloading (FSO) vessel. Oil from the FSO is expected to be exported to the market, with excess gas transferred back via a pipeline to existing offshore gas export infrastructure.
In 2023, the project is expected to progress the necessary technical, commercial, and regulatory work streams to support FID readiness and commence execution activities if sanctioned.

About the Role:
During the project phase, the Manager, Regulatory Compliance will ensure timely and holistic interpretation of the regulatory framework is provided to the project, and that appropriate actions are taken to achieve compliance. This includes using WDS tools to manage regulatory compliance and obligations, ensuring permits, notices, and filings are completed on time, and that project teams clearly understand and meet their regulatory responsibilities.
As the project transitions into Operations, the role will be responsible for ensuring the organization’s ongoing compliance with regulations set forth by relevant government authorities. This will include developing, maintaining, and updating policies and procedures to support sustained regulatory compliance.
The role will be based in Mexico and will report to the Trion Project Deputy Director, with the expectation that it will later transition into the Production Unit prior to start-up.
Duties & Responsibilities:
• Conducting research on new laws and regulations that could impact the project and later the normal course of business and operations
• Reviewing, revising, and updating policies, procedures, and guidelines to ensure full compliance with laws and regulations at all time
• Developing and implementing processes for gathering information about potential risks so that problems can be identified and addressed promptly
• Coordinating with outside entities to ensure that the business is in compliance with all applicable laws and regulations
• Working with in-house legal counsel to ensure that new laws and regulations are properly interpreted and applied to the organization’s activities
• Ensuring that employees are aware of the company’s policies and procedures, and providing training when needed
• Conducting investigations into any suspected violations of laws or regulations
• Creating training programs for employees or updating existing systems to ensure that all activities adhere to regulatory requirements
• Managing compliance and obligation though the WDS Management system and tools (Wircs)

Skills & Experience:
• Bachelor’s degree in Law, with specialization in regulatory law or similar is highly desirable
• 10 years’ experience in similar roles in the O&G industry
• Offshore experience is highly desirable
• In depth understanding of Mexican regulatory framework for the O&G industry
• Legal background on similar roles
• Risk identification and management
• Fluent in English and Spanish
• Effective communication
• Enabler of creative solutions and teamwork
