About the Role:
The Metering Engineering will provide disciplined engineering expertise across fiscal, allocation and environmental metering and Quality Measurement Instruments (QMI). The role will support the Trion project Operations Readiness (OR) team and will be responsible for supporting the development and executing the implementation of the Measurement Management System (MMS) covering all hydrocardon (inclusive of fuels) measuremen system on the Trion Field facilities. The metering engineer will review all necessary metering and QMI scope and documents to identify, specify, and manage measurements to the required performance level is through operations. The position transitions into ongoing operational stewardship as the project moves to start-up and steady-state Phase.
Duties & Responsibilities:
Project delivery & contractor assurance
- Lead discipline oversight of the EPC contractor for metering and QMI scope, ensuring deliverables (philosophies, specifications, data sheets, drawings, packages, verification plans and procedures) meet performance, reliability and operability requirements through the asset life.
Execute Phase
- Integrate with the Trion project engineering team to fully understand the design of all hydrocarbon measurement systems on the FPU, FSO, and subsea systems (philosophies, specifications, data sheets, drawings, packages, verification plans and procedures)
- Lead discipline oversight, development and implementation of the Measurement Management System (MMS) in accordance with project and Mexican regulatory requirements
- Provide technical input into detailed design to ensure measurement systems meet:
- Fiscal measurement requirements
- Allocation and operational measurement needs
- Regulatory compliance obligations
- Develop and define:
- Measurement procedures and philosophies
- Measurement uncertainty methodologies
- Hydrocarbon allocation and balance methodologies
- Support tendering activities for aftermarket measurement verification and calibration services including:
- Scope of work development
- Contractor evaluation and selection
- Manage selected measurement contractor(s) responsible for MMS delivery, including:
- Review and approval of contractor deliverables in PIMS (i.e. project document control system)
- Lead regular progress/check-ins and technical review meetings
- Ensure measurement systems and documentation comply with:
- Mexican regulatory requirements (CNH, SAT, metrology regulations)
- Applicable international standards (API MPMS, AGA, ISO)
- Support commissioning and startup activities for measurement systems on the FPU (floating production unit) and FSO (floating storage unit)
Operate Phase
- Provide ongoing engineering support for measurement systems during steady-state operations including serving as a member of the Metrological Function.
- Maintain and improve the Measurement Management System, ensuring continued regulatory compliance
- Support production reporting, allocation, and royalty calculations through accurate measurement data
- Monitor measurement system performance and drive improvements in:
- Accuracy
- Reliability
- Availability
- Support internal and external audits related to measurement compliance
- Maintain measurement procedures, documentation, and system configurations
General Responsibilities (All Phases)
- Provide subject matter expertise for:
- Fiscal, allocation, and operational metering systems
- Multiphase and single-phase flow measurement systems
- Develop and maintain procedures for:
- Operation, verification, maintenance, and calibration of measurement sstems
- Support development of:
- Measurement KPIs
- Performance monitoring processes
- Risk management procedures for measurement systems
- Define competency requirements and support development of training programs for measurement personnel
- Contribute to continuous improvement initiatives and development of measurement technologies
Governance, compliance & management systems
- Ensure measurement systems meet local regulatory standards and requirements, as well as contractual/commercial obligations (e.g., custody transfer, allocation, environmental reporting).
- Work within company management systems and processes, applying sound risk management and management of change.
Technical stewardship & assurance
- Own integrity and performance of fiscal, allocation and environmental metering and QMI systems, including custody transfer.
- Maintain and improve the metering & QMI management system; ensure preventive maintenance, spares, special tools and calibration facilities are defined and effectively managed.
- Execute performance monitoring (e.g., analytics), identify bad actors, and drive defect elimination and cost reduction.
- Establish metering/QMI configurations management, calculations recording and master data necessary to manage metering equipment.
Troubleshooting, investigations & interfaces
- Lead or support troubleshooting and root cause analysis; resolve mismeasurements in conjunction with Production Allocation/ Product Lifting teams.
- Coordinate interfaces across Operations, Projects, Commercial, Supply Chain and vendors to remove blockers and deliver outcomes.
Travel
- Requires relocating to Tampico, Mexico with occasional business trips to Houston, Mexico City, S. Korea and / or China (as needed).
- Attend vendor FATs, site visits, fabrication / integration and commissioning during execute phase
- Periodic travel to offshore facility or operations base during startup and operations phase
People
- Coach and mentor engineers and share discipline good practices across assets.
Other
- Support measurement relevant one-off special projects as they become available.

Skills & Experience:
Strengths:
- Deep understanding of analyzer and flow-metering technologies (e.g., gas chromatographs, moisture/H₂S/CO₂ analyzers; ultrasonic, turbine, Coriolis, and DP/orifice/venturi meters; flow computers; sampling/conditioning systems). FAT attendance and leadership experience is preferred.
- Demonstrated competence in fiscal/allocation/environmental metering, custody transfer, uncertainty analysis, verification/calibration and performance monitoring.
- Demonstrated ability to review, challenge and approve contractor/vendor deliverables and manage acceptance to close-out.
- Strong troubleshooting and root cause analysis capability; track record resolving integrity/production upsets.
- Excellent communication and interpersonal skills.
- Ability to interface in a global setting across the Ops Readiness organization.
Qualifications:
- Degree in Engineering (Instrumentation, Electrical, Chemical or related). Professional recognition a plus.
- Strong (7+ years) experience in hydrocarbons metering and QMI across projects and/or operations;
- Experience with offshore / onshore oil & gas facilities (FPU/FSO/subsea systems preferred; Refinery, LNG and utilities experience will be considered)
- Understanding of Mexican regulatory measurement requirements (e.g. Volumetric Controls)
- Knowledge of relevant standards, including: API MPMS, AGA reports, ISO measurement standards
