About the Role:
To drive organisational resilience to crisis and emergency risks by providing specialist CEM advice and support, developing CEM capability and assuring local plans for “all hazards’ incident management are implemented against company Hydrocarbon and Oil
Spill capabilities, Security & Emergency Management standards, and Mexican Regulation.
Duties & Responsibilities:
Based in the Company’s Mexico City office, the expectations of the role are:
• Leadership of Woodside’s Oil Spill Crisis and Emergency Management (CEM) arrangements, systems, and controls in Mexico, mainly for the Oil Spill Response systems in the country.
• Support for technical oil spill response preparedness, emergency planning, and response services, in line with the regulatory dispositions (mainly, SASISOPA).
• Assistance to Woodside Energy during interactions with local regulatory agencies, including reviews, inspections, and exercises, while ensuring compliance with Mexican regulations and local content expectations for Oil Spill Management Systems, environment protection, and safe operational resilience.
• Maintenance of a contemporary understanding of the Oil Spill emergency management hazards and risk landscape in Mexico, undertaking prevention, preparedness, response, and recovery activities to safeguard the business against those risks.
• Provision of All hazards Crisis and Emergency Management advice and support to Mexico assets, projects, personnel, and company visitors, to both protect and enable the business.
• Development, updating, and advising on Asset/Facility/Country Emergency Response Plans and the Mexico Incident Management Team (IMT) Plan.
• Development, implementation, and facilitation of local Crisis and Emergency Management training and exercises.
• Assurance against asset-owned Oil Spill Crisis and Emergency Management controls and plans.
• Support for local response to Hydrocarbon and Oil Spill emergencies and crises in alignment with Woodside Energy corporate standards, as well as regional and local arrangements.
• Responsible for coordinating the maintenance program for Oil Spill Response equipment and serving as the local point of contact for relationships with both local and international Oil Spill Response organizations.
• Coordination of the Mexico IMT’s capability development and rostering.
• Ensuring that Mexico Oil Spill incidents or emerging hazards are reported/escalated in a timely manner.
• Coordination and delivery of training on crisis and emergency management processes, systems, and controls.
• Management of local emergency management service providers, ensuring value and quality.
• Coordination of the Civil Protection plans for corporate office in Mexico, along with Office Management, HSE and Security.
• Coordination of After-Action Reviews (AAR) to assess the effectiveness of local Level 1 incident response, post-event.
• Maintenance and reporting of key performance indicators of emergency management performance in Mexico.
• Maintenance of contemporary Crisis and Emergency Management subject matter expertise, including participation in local industry groups, partnerships with relevant government and agencies, and maintaining a network of Crisis and Emergency Management professionals.
Skills & Experience:
Fluency in Spanish & English languages.
• Understanding of or experience in management of crisis management of Oil Spill Incidents in Mexico Experience working in partnership with regulatory or response agencies in Mexico (ASEA, SEMAR, and others).
• Experience in the prevention, preparedness, response, and recovery to emergencies or crises of Oil Spill events, in the public or private sectors.
• Knowledge and application of ICS (Incident Command Systems).
• Experience with IPIECA, IOGP, and other relevant international stakeholders on environment
• Experience in risk management and assurance programs.
• Highly developed written and oral communication skills.
• Ability to influence decisions and performance at operational and senior management levels.
• Experience engaging and managing a broad stakeholder group.
• Experience in learning facilitation and presentation.
• Experience with Oil Spill Response national, and international providers.
• Advanced visual presentation and report preparation skills.
• High levels of personal resilience and adaptability.
• Experience working in, or familiarity with the energy sector and related hazards
Qualification
Bachelor’s degree in relevant discipline.
• ICS accreditation (desirable)
• Oil Spill response accreditations (desirable)
