The Sangomar field, which contains both oil and gas, is situated 100 kilometers south of Dakar. Work on the Sangomar Field Development has been ongoing since June 2024. this position is exclusively open to Senegalese nationals.

About the Role:
The Finance Manager, Sangomar role is a senior, in-country leadership position based in Senegal and reporting to the Head of Finance, International Operations.
The role has end-to-end responsibility for finance activities related to the Sangomar asset and the Senegal country office. It requires strong technical finance capability, a deep understanding of Production Sharing Contracts (PSC) and Joint Operating Agreements (JOA), and the ability to engage confidently with government authorities, joint venture partners, and external advisors.
A key requirement of the role is strong internal stakeholder management, building effective working relationships across the Senegal country office, including operations, projects, C&P, HSSE, and leadership, and partnering closely with the wider Woodside Finance organisation in Houston and Perth to ensure aligned reporting, planning, governance, and decision support.
The Finance Manager leads the local Finance team, ensures compliance with all fiscal and contractual obligations, and acts as the primary finance representative for Woodside in Senegal.
Duties & Responsibilities:
Leadership & Team Management
- Lead, manage, and develop the Senegal Finance team, setting clear expectations and building strong local capability.
- Foster a culture of integrity, accountability, compliance, and continuous improvement within the Finance function.
- Ensure clear roles, responsibilities, and effective ways of working across the team.
PSC, JOA & Fiscal Compliance
- Ensure full compliance with Senegalese laws and regulations, including tax, fiscal, and statutory reporting requirements.
- Manage and oversee compliance with the Production Sharing Contract (PSC) and Joint Operating Agreements (JOA), ensuring all contractual obligations are met.
- Lead the preparation and submission of PSC cost recovery statements, supporting schedules, and reconciliations.
- Act as the primary finance lead for PSC cost recovery audits, including engagement with government authorities, joint venture partners, and auditors.
- Provide expert advice on PSC cost recovery mechanisms, fiscal terms, and their impact on financial performance.
Government & External Stakeholder Engagement
- Build and maintain effective working relationships with Senegalese government bodies, regulators, tax authorities, and relevant ministries.
- Represent Woodside on finance-related matters with joint venture partners, including Finance Committees, budgets, AFEs, audits, and governance forums.
- Manage relationships with external advisors, including tax, accounting, and
audit firms. - Partner closely with internal stakeholders across the Senegal office, including country leadership, operations, projects, C&P, HSSE, and supporting functions.
- Maintain strong connectivity with the wider Finance function in Houston and Perth.
- Monitor fiscal, regulatory, political, and industry developments in Senegal and advise leadership on potential impacts.
Financial Management & Business Partnering
- Lead annual budgeting, planning, and forecasting processes for the Sangomar asset, aligned with PSC requirements and company expectations.
- Oversee monthly financial performance reporting including Opex, Capex, cash flow, variance, and risk analysis.
- Prepare and present clear management reports and financial insights to support decision-making by the Senegal leadership team and International Operations leadership.
- Act as a trusted finance business partner to operational and country leadership.
Governance, Controls & Risk Management
- Ensure effective local office finance processes and internal controls are in place and operating effectively.
- Maintain strong governance standards aligned with company policies, accounting standards, and internal control requirements.
- Support internal and external audits and ensure timely resolution of audit findings.
- Identify and manage financial risks related to compliance, cost recovery, and reporting.
Skills & Experience:
What we can are looking for in you:
Bachelor’s degree in Finance, Accounting, or a related discipline (required).
Professional accounting qualification (e.g. CPA, CA, ACCA or equivalent) is desirable.
Minimum 10 years’ experience in finance roles, including leadership or managerial responsibility.
Strong experience working in PSC or JV environments.
Proven experience managing PSC cost recovery processes and audits.
Demonstrated capability engaging with government authorities, regulators, joint venture partners, and external advisors.
Strong financial analysis and reporting skills, with the ability to explain complex financial matters clearly.
Experience with ERP systems such as SAP is preferred.
Fluency in French is required; strong working knowledge of English is highly desirable.
