About the Role:
The Site HSE Manager will work for the Woodside Louisana LNG (WLLNG) site team and is responsible for the site implementation of the Project HSE policies and procedures to effectively manage the HSE requirements for the WLLNG Project and create a safe and environmentally compliant environment. The Site HSE Manager reports functionally to the Project HSE Manager and takes day-to-day direction from the Site Manager.
The Site HSE Manager supports both the EPC scope as well as other on and off-site Owners projects; including a Beneficial Use of Dredged Material (BUDM) program.
This is a site based role with the primary work location being the Louisina LNG Site, however some travel to other fabrication yards or Woodside Houston office may be required.
Duties & Responsibilities:
- Provide HSE and regulatory compliance support and guidance on behalf of WLLNG
- Represent WLLNG’s interests with regulators (FERC, PHMSA, USGC), industry bodies and professional organizations
- Manage resolution of regulatory requests during construction, commissioning, and start-up
- Develop practical solutions to regulatory requests and concerns
- Provide direction to, and manage HSE staff and subcontracted inspectors and consultants
- Complete client reviews of EPC contractor technical safety, compliance and risk management deliverables
- Provide HSE input to EPC contractor Design and Engineering Change Notifications (DECN), Non-conformance Reports (NCR) and Requests for Deviations (RFD)
- Develop and implement Owner’s team HSE philosophies with input from EPC contractor
- Identify and provide resolution to project HSSE risks
- Work with EPC on SIMOPs planning and risk assessments including representing Owner’s team in the development of the final SIMOPs plan
- Participate and provide client input into EPC driven risk assessments/studies including but not limited to construction HAZID’s, commissioning and start-up (CSU) risk assessments and marine risk assessments
Skills & Experience:
- 15+ years’ experience in HSE management working for an operator in the LNG, oil and gas or petrochemical industries
- Must have strong written and verbal skills (English language)
- Comprehensive understanding of regulatory requirements and industry codes and standards related to technical safety, health, and environmental risk management.
- Prior experience managing HSSE in both the office and onsite environments
- Major project and site-based construction / operations experience
Preferred
- Bachelor’s degree in Occupational Safety and Health; Certification in HSE field a plus
- Owner experience on a EPC contract
- Prior working experience with FERC / PHMSA / USCG
- Process Hazard Analysis (PHA) techniques including HAZID, HAZOP
- Self-motivated and able to work with minimal direction and oversight
- Commercial awareness and clear understanding of the Owner’s role on a EPC Project
- Punctual with good time management skills
- Flexible with the ability to quickly adapt in a dynamic, fast-paced environment
- Highly effective prioritization skills
- Strong communication and interpersonal skills
- Demonstrated ability to communicate and collaborate effectively with all levels of the organization and with external stakeholders and regulators
